A student tries to pump out the fluid from a reactor under vacuum conditions but the student fails to do so. Why?

Because it's not the student who pumps out or sucks the water but it's the pressure above water surface that pushes it toward the outlet of the pump. There is no pressure to do this to water since the reactor is under vacuum conditions.
