a. If the initial speed is "v", then the impact speed will the the following:


"v_{im\\_1} = v + gt_{fall\\_1}"

where "g" is the gravitational acceleration and "t_{fall\\_1}" is the time of falling in the first case. If we double the initial speed, the time of falling now is less then the previous one ("fall\\_2<fall\\_1" ) and the impact speed is given:


"v_{im_2} = 2v + gt_{fall\\_2}"

Thus, it is clear, that  impact speed would not double.


b. The air time would be less, because the speed in the second case would be greater then in the first one.
