Cell 1: 198, 201, 204, 207 (all in cm)
Cell 2: 130, 135, 138, 141 (all in cm)
Compare the emf.

Imagine that we have a scale with 24 V corresponding to 240 cm. Therefore, higher value in cm means higher value of emf. As we see, the emf (electromotive force) of the second cell is higher.
