Yes, we can convert electricity into magnetic energy.

One common example is electromagnetic coil which is an electrical conductor in the shape of coil or spiral and when electric current is passed through the coil or spiral then magnetic field is produced inside the coil whose direction can be determined by the right hand grip rule. This finds application in various devices such as electric motors, generators, inductors, electromagnets, transformers, and sensor coils.

Now the next part of the question Can the rockets move using this power?

The answer is no, the rockets cannot move using this power as the input energy of most rockets is heat, usually produced by the chemical combustion of a fuel and oxidizer in the combustion chamber of the rocket motor. Other sources heat sources can also be employed. The heated, high pressure gas is usually ducted through an exhaust nozzle to achieve the optimum thrust.
