hiho=vu\frac{hi}{ho} = \frac{v}{u}

Here,

hi = -2

ho = 1

u = -18

Hence,

21=v18\frac{-2}{1} = \frac{v}{-18}

v = 36 cm

By lens formula,

1f=1v+1u\frac{1}{f} = \frac{1}{v} + \frac{1}{u}

Hence,

1f=136+118\frac{1}{f} = \frac{1}{36} + \frac{1}{-18}

f = -36 cm
