It is a polarizer, which converts the beam with an arbitrary polarization into a right handed circularly polarized beam, such that the input the input beam is not polarized perpendicularly to the linear polarizing film inside.

The input surface of the transmission axis of the polarizing film is marked by an arrow on the edge of the circular polarizer.
