When Conker held still in string, then in this case there are two force acting on conker. One is its weight towards the earth and other is tension of string.By Newton's first law of motion any object will remain in state of uniform motion or rest untill an external force is acted on it.Now we can conclude that since external force on Conker is zero therefore it is at rest.
