The air in the inflated is at high pressure, releasing an inflated but untied balloon the air inside rushes out through the open end of the balloon. A closed system is formed between the gas escaping and the balloon, thus conserving momentum of the system. An equal and opposite momentum to the escaping gas is acquired by the balloon and the gas remaining , and movement is in the opposite direction to the gas escaping.
