We know that $v=\frac{1}{\sqrt{\mu\mu_o \epsilon \epsilon_o}}=\frac{c}{\sqrt{\mu \epsilon}}$

where, $\frac{1}{\sqrt{\mu_o \epsilon_o}}=c$
