As per the given condition in the question,

The diagram represents the copper bar, which cuts into the two piece and and a rubber introduce between the two piece. Now, when we will put the negative charge on the one piece of copper bar, then it will be equally distributed to the other half of the copper bar.



Then the positive charge will get induce in the second piece of the copper bar, which is near to the point A, and on the opposite side there will be a equally negative charge will get induce.

So all the piece of paper will get attract towards the rod with the same magnitude of forces.
