If the voltage across the dry cell is constant at 9V what would the voltmeter indicate when the switch is open

Voltmeter can be used to measure the voltage of the battery. It should be connected in parallel to this battery. If no other elements are connected to the circuit and we only have the voltmeter with the battery, we can say that the connection is series. Thus, an opened key between the battery and the voltmeter results in displaying 0 volts.
