water has a dielectric constant.why it is not used as dielectric material in capacitor?

Water has dielectric constant, But water has also a conductivity for electricity. Only such material can be used as the dielectric of the capacitor which is a non-conductor for electricity so that charge accumulated to the capacitor cannot be leak throw the dielectric.
