According to Gauss's theorem

$\Phi=\frac{1}{\epsilon_0}\sum q_i$ . So, if $q_i=0$ then $\Phi=0$ .

If a closed surface does not have any charges inside the enclosed volume, then the electric flux through the surface is zero.
