The minimal resistance of circuit would be when two resistors are connected in parallel

Rmin=R1R2R1+R2=6×96+9=3.6Ω.R_{min}=\frac{R_1R_2}{R_1+R_2}=\frac{6\times 9}{6+9}=3.6\:\Omega.

Finally

Pmax=1823.6=5W.P_{max}=\frac{18^2}{3.6}=5\:\rm W.
