requests that you reimburse the customer quality executive for his expenses, including
expenses that could violate your company's policies. The independent agent promises to

Company reimbursement policies are very clear in most cases. Therefore if the reimbursement expenses violate the company policy you should not do it. In this case, you should inform the independent agent that you will reimburse all the expenses except the ones that violent the company policy.
According to a study done by BBC in 2013, violations of a company card are a growing problem. Expense rules are one of the most obvious black-and-white boundaries that incorporate ethics. Despite expense rules being obvious, violations still occur and are growing. I think this shows how important it is to stick to a company’s policies, such as the one in our scenario. In my opinion, it is wrong to overlook such policies.
