Codes of conduct are typically developed at national level and rolled out among schools to ensure institutional and legal back-up. It clearly states what behaviour is acceptable and what is not acceptable, i.e. the school 'rules'. For example, there is a rule to come in time and follow the time frames of the lessons for all the students. So, it promotes equality in accepting rules.
All schools have admissions criteria. If they get more applications than they have places available, they use these criteria to decide who to offer places to. The example of admission criteria is ability to read simple texts.
So, it violates equality, but provides more ability to study for children, who are ready for school.
