Let x and y be amounts of the first and the second mixtures, then the first equation (eq1) states, that total volume is 25 cm3.
There are 0.4 x grams of the nutrient in x cm3 of 40% mixture. Accordingly, there are 0.1 y and 0.28*25 grams of the nutrient in y and 25 cm3. So the second equation is based on that fact. The total solution in Mathematica is shown below:
