Yes, they can.

For example, cone and cylinder. Take a cylinder with a base radius of 1 meter and a height of 1 meter

V=πr2hV = \pi r^2h

V=πV = \pi

And take a cone with a base radius of 1 meter and a height of 3 meters

V=13πr2h=133π=πV = {1 \over 3}\pi r^2h = {1 \over 3}*3\pi=\pi

V=πV = \pi

Both of these figures have the same volume.
