congruent, but the quadrilaterals are not. (i.e. give a counter–example
to congruence by SSSS.

Here are two examples. The first example is square $ABCD$ and rhombus $A_1B_1D_1C_1$ . All sides have the same length but angles are different.

On the second example $KL=K_1L_1, LM=L_1M_1, MN=M_1N_1, NK=N_1K_1$ . Angles are different too.
