Solution

One can easily see that adding the number of students, studying BASIC, and students, studying PASCAL, will count the number of students, studying both, twice, so we will have to subtract that number:

$$N_{either} = N \big( (BASIC) \text{ or } (PASCAL) \big) = N_{BASIC} + N_{PASCAL} - N_{both} = 30 + 23 - 10 = 43.$$
