This statement is actually incorrect. There are 4 card suits, so if you select 4 cards there is a possability that you've selected one card of each suit. For this statement to be true the number of selected cards must be at least 5, then even if the first 4 cards would be of different suits, the fifth one definitely will repeat some suit.
