(xx0)2+(yy0)2=R2(x - x_0)^2 + (y - y_0)^2 = R^2


In our case:


x0=3.14x_0 = 3.14y0=12y_0 = -\frac{1}{2}R=17R = \sqrt{17}


Substituting this into circle equation we get:


(x3.14)2+(y(12))2=172(x - 3.14)^2 + \left(y - \left(-\frac{1}{2}\right)\right)^2 = \sqrt{17}^2


Simplifying:


(x3.14)2+(y+12)2=17(x - 3.14)^2 + \left(y + \frac{1}{2}\right)^2 = 17
