Minimum amount left = $15 - $6.50 = $8.50

Maximum number of pencils that can be bought = $\dfrac{\$ 13.50}{\$0.75}$ = 18 pencils

Minimum number of pencils that can be bought = $\dfrac{\$ 8.50}{\$0.75}$ = 11.3 pencils

$\therefore$ for Fatima to remain in her price range, she can buy 12 to 18 pencils.
