Given that the ratio of minutes to gallons of water flowing through a garden hose is 2 to 12. 

Divide both parts by 2. Then we can say that the ratio of minutes to gallons of water flowing through a garden hose is 1 to 6. 

Therefore Carlotta is not correct.
