since fatima plans to spend at least $15 and at most $20 , then we can write the inequality:

15 ≤ 6.50 + 0.75p ≤ 20

substract 6.50 from each member:

8.50 ≤ 0.75p ≤ 13.50

divide each member by 0.75:

11.33 ≤ p ≤ 18

because fatima cannot buy a fractional number of pencil , then she can buy 12 to 18 pencils.
