Besides from education and training, the paper raises and evaluates a variety of labor market policy choices. In part IV, the unemployment insurance fund is discussed. Its goal is to help unemployed people get back on their feet. It is, however, intended for persons who have previously worked but are currently unemployed. Because this is not the case for the majority of South Africa's unemployed, the fund's ability to make a significant difference is constrained. The administration has prioritized the enlarged public works program as a direct job development intervention. The initiative has ramped up significantly since 2004, but it is still not operating at the size required to make a significant impact, according to the analysis in section IV.
