The owner, as the initial participant in the project, is responsible for ensuring that proper and timely risk identification is completed. The sooner risks are identified, the sooner plans to reduce or manage them may be put in place. Assigning the risk identification process to a contractor or a single member of the project team is rarely successful. It could be seen as a technique to appear to be performing risk identification without actually doing it. However, all project management professionals must get specialized risk management training. Not only should this training cover risk analysis techniques, but it should also teach the managerial abilities required to understand risk assessments.
