Can the government hospital refuse the provision of the documents, if yes under which law? Please explain the answer with reasons

It is the right of the patient to be provided with their health information after they request it. Health providers should not deny patients their medical records based on not paying for services provided. Violation of most of the patients’ rights may result in imprisonments or fines since they are written into federal or state laws.
