I will accept simply because I would have dedicated that day for touring thus I will take take offer as an added advantage so as to enjoy the day up to the fullest. Similarly, it will be cheap despite being seen as expensive because if you keenly calculate all the costs that will be incurred on that Wednesdays, is like the local tour operator is giving out offers at cheap prices. Maybe one be forced to incur extra costs when buying food because it is not catered for in that $15.
