General tactic of the Allies in the Papuan campaign based on capturing the central Japanese stronghold at Rabaul. Next, the forces of MacArthur should seize Lae including Salamaua on the north of New Guinea, after that, the forces should take Rabaul. MacArthur planned to establish an airfield at the south-eastern part of Papua. However, aforementioned optimistic plans dissolved, and MacArthur commanded to restructure the command arrangements; make Blamey the New Guinea Force commander; send American Lieutenant General Walter Krueger to command the US Sixth Army following a maritime strategy.
