It was simply because the white minority were able to access better and advanced educational opportunities, medical care, employment, conducive housing and better transport means as compared to the nonwhites. In both cases non whites had lower education, voting restrictions, they were segregated, and couldn't marry other races.

The unfortunate truth behind this was that it allowed the white minority to stay superior for many years, since their educational system brought upon more skilled workers.
