The British government thought it fair that the American colonies should contribute financially to the defence of the expanded empire. These measures and their crude and corrupt administration sparked widespread protest and opposition from the colonists.


The protest at what were seen to be unfair and repressive measures, representatives from nine of the thirteen colonies met at the New York 'Stamp Act Congress' in October. The Congress issued a 'Declaration of Rights and Grievances. The Act contravened their long-standing rights as Englishmen not to be taxed without representation. This was why Ports refused to trade with Britain and officials were barred from collecting the tax.
