Improvement recommendations were presented in 1823 in the English and French Caribbean islands. They were presented by the individuals from the West India Interest to work on the existence of the slaves. 

Right now they accepted that if the slaves were content, the abolitionists would cease their battle for liberation and servitude would be delayed. In the English islands a few instances of the recommendations are: 

- Managers couldn't convey whips in the fields 

- Slave relationships were empowered 

- Slaves were to have Saturday for market and Sunday to go to mass. 

- Slaves couldn't be sold as an installment of obligation
