While worldwide poverty rates have been reduced by more than half since 2000 prior to the COVID-19 pandemic, the pandemic may raise global poverty by up to half a billion people, or 8% of the world's population. In April 2020, the United Nations published a framework for an urgent socio-economic response to COVID-19 and established the UN COVID-19 Response and Recovery Fund under the leadership of the Secretary-General. Prior to the epidemic, considerable progress had been achieved in several countries in Eastern and Southeast Asia toward poverty alleviation, but up to 42% of the population in Sub-Saharan Africa remained impoverished. Poverty encompasses more than a lack of money and productive resources necessary to maintain a sustainable way of life. Hunger and starvation, restricted access to education and other basic services, social prejudice and exclusion, and a lack of involvement in decision-making are all symptoms.

Ending poverty in all of its manifestations is the first of the United Nations' 17 Sustainable Development Goals (SDGs). The SDGs' primary reference to poverty is in goal 1. A: “Ensure significant resource mobilization from a variety of sources, including enhanced development cooperation, in order to provide developing countries, particularly least developed countries, with adequate and predictable means to implement programs and policies aimed at eradicating poverty in all its dimensions. Additionally, the SDGs aim to establish sound policy frameworks at the national and regional levels, based on pro-poor and gender-sensitive development strategies, to ensure that by 2030, all men and women have equal rights to economic resources, including access to basic services, ownership, and control over land and other forms of property, inheritance, natural resources, and appropriate new technology and financial services.

While progress toward eradicating extreme poverty has been incremental and widespread, poverty, including extreme poverty, continues to be a major concern in Africa, the least developed countries, Small Island developing states, some middle-income countries, and countries in conflict or post-conflict situations. In view of these issues, the General Assembly declared the Third United Nations Decade for the Eradication of Poverty (2018–2027) during its seventy-second session.
