3. Compare and Contrast Compare the Ten Percent Plan and the Wade Davis Bill. How would each proposal help or hinder Reconstruction? Explain.
Ten percent plan was proposed by President Lincoln for reinstatement of Southern States in 1863 and it stated that a state could be reintegrated into the United States when ten percent of its vote count had taken an oath of allegiance to the US and pledge to abide. It also gave voters the responsibility to elect leaders who would draft and revise state bills and their constitutions. On the other hand, the Wade-Davis bill proposed for the reconstruction of the South and it was proposed by two Republican Congressmen. It was lenient to the Southern States than the ten percent plan since it offered re-admittance based on an ironclad oath by the Southern States.
