He meant that through the witnessed destruction of nuclear bomb at Hiroshima and Nagasaki, the world might have not wanted to engage in making weapons of massive destruction.

There can never be circumstances where making of weapons of massive destruction can be justified because such weapons easily fuel wars and their effects are far reaching.
