The Sultans of Oman had religious duties as well as jurisdiction duties. The daunting task prompted them to delegate their advisory duties to religious courtiers. The vizier were the personalities entitled to be the effective heads of the numerous sovereign states of the Muslim world, while the pasha were the triumvirate of senior officials in the Muslim political and military system. The viziers were effective to the devshirme system of the Sultan where they helped to recruit men to the Sultan’s the military and they conducted the major duties of the state as chiefs during the council meetings, while the Pashas were the diplomats within the Sultan’s realm of leadership
