The greatest mistake was that Vietnam was not united. As President Kennedy was busy planning to stabilize the South Vietnam, the Viet Cong were also plotting how to take over. When developing visions that could shape Vietnam, the best thing Ho Chi Minh, Ngo Dinh Diem, and the United States could have done was to eliminate any form of discrimination towards Buddhists. Again, there were high rates of nepotism especially when Ngo decided to award big job positions to his brothers and relatives.
