One reason is that resources (e.g., human or natural) are distributed unequally through the country. Perhaps most educated people migrate to the same region or the mineral resources are concentrated in one area. This leads to an uneven distribution of business, with concentration in that part of the country with the best resources.
Another reason might be due to the history of a country. If different parts of the country were added to the total territory at different times, different economical practices might have been developed. If some regions were engaged in more economically productive activities than others throughout history, then it would explain why they are eventually richer in the long run.
