Some important context is missing. It is unclear what moved the sending country to send and the receiving one to receive. Was it forced or by free will? It seems like the consequences are opposite: someone loses, someone wins, but there are circumstances when the sending country sells something and receives money instead, why the receiving country uses what it received to develop its economy. So, both win.
Or, if there is a war between these countries, the sending country may send and lose machinery and soldiers, and the receiving country may lose their soldiers and machinery in a similar conditions, so, both lose.
