This is indeed a continuous change in the developing world for several reasons:

• Lack of money for both citizen to transport themselves to get the vaccine or treatment and governments to order the needed number of doses
• Lack of infrastructure: absence of roads, electricity, robbery that decrease the speed of transportation of the vaccine
• Low level of education: the percentage of people of who really understand the importance of safety measures is lower in such countries.
