What map projection gives a true direction for navigation when used at a local scale?

Cylindrical map projection gives a true direction for navigation when used at a local scale. What about large scale? Why do we say "at a local scale"? Because the earth is a geoid (kind of a sphere) and it is impossible to project a sphere on a cylinder.
