Everybody! A city can't be called a city if some social group does not participate in life of the city. Therefore, engineers and architects design and build roads, buildings, water pipes, power lines, telecommunication, businessmen participate in financial aspect of the city, teachers help kids acquire knowledge, doctors and the police cure and protect people, kids and thieves provide job for teachers and the police.
