If you are given two cartridge fuses of unequal lengths, discover, by stating reason (s), which one might be a high voltage fuse.

The length has minimal information to determine the voltage fuse quantity. HRC (High Rupture Current) fuses: HRC fuses are cartridge-type fuses with a steatite translucent envelope (magnesium silicate). The fuse contains quartz powder (or, in the case of liquid-filled HRC fuses, a non-conducting liquid-like as mineral oil) that functions as an arc extinguishing agent.
Low Voltage fuses: These fuses are found in low voltage distribution networks.
Cartridge fuses are analogous to cartridge DC fuses. They are made up of a translucent envelope that surrounds the fuse element. They may be plugged in or screwed into a fixture (blade type) (bolt type).
