Should COVID-19 vaccines be distributed by federal, state, or local governments? You may consider any aspects of state and local public economics, which could include benefit area (correspondence principle), spatial spillovers (externalities), financial capacity, equity concerns, cost differences, administrative costs, and so on. You may also consider other economic or socioeconomic arguments, but your arguments should contain at least some economics content.
