history about public sector wage bill
The public sector wage bill was introduced during the 28th Alberta legislature in the year 2013 by Doug Horner, Finance Minister. The bill successfully passed the first, second and third readings and proceeded into effect on 11th December 2013.
However, the law only applies to negotiations with the province's largest public sector union, the Alberta Union of Provincial Employees (AUPE)

In December 2013, a statement of claim was filed claiming that the bill was introduced without consultation. At that time, AUPE was without a collective agreement since march 2013 with negotiations breaking down earlier in the year and subsequent mediation failing too.
In Feb 2014, Court of Queen's Bench Justice Denny Thomas granted an indefinite injunction against the bill. In April 2014, details emerged of a deal reached between the Hancock government and the AUPE. The tentative agreement called for lump sum payment of $1,850 the first year followed by pay increase totaling 6.75% over 3 years . Members of AUPE voted the agreement in June 2014 before the government ratified it.
