In the trading world, points are indicators of market changes. Whenever a change occurs, it will have ripple effects, which is why points are assigned to indicate it. Thus point trading denotes the smallest changes of the price on the left side decimal point. 

On the other hand, in vote trading, you give the other person your vote on a bill, position on a more general issue, or favored candidate in exchange for your vote on another position, proposal, or candidate.
