Why is the Benefits Received Approach not applicable for direct taxes?

Benefits Received Approach says that people should pay taxes based on the benefits they receive from the government (some social goods). It is not applicable for direct taxes, because it is difficult to measure some social benefits, so it is difficult to calculate, how much every direct citizen should pay as a tax.
