1. Lack of harmony between forest decree (FD) and iTaukei Land Trust. The
authority of the FD only applies to land that has been declared as a forest
reserve in one form or the other, which does not include the majority of
forests on iTaukei lands.
2. Financing REDD+ implementation
3. Uncertainty/unclarity of the legal framework in regards to carbon
ownership
4. Lack of technical capacity in fulfilling REDD+ requirements and future
implementation.

The journal of environmental management has outlined the major problems facing the Mapping national REDD-plus the initiatives in the Asian Pacific region, which has challenges that face. The majority of the issues facing these countries also face Fiji. The most common challenges that the countries that are the Fiji, Asian Pacific, and others face are the lack of transparency and the harmony between the forest decree and the iTaukei Land Trust, The financing of the REDD-plus implementation, and the uncertainty or the unclarity on the in the legal framework in regards to the carbon ownership.
The lack of harmony between the authority of the Forest decree and the iTaukei Land Trust is the inability to implement or institute equal laws that should govern either country so that the implementation is done simultaneously without discrimination. The majority of the Forests of the iTaukei, which are not adequately covered under the law, must be included in the present law and fully implemented.
The financing of the REDD plus the implementation of the set-out rules meant to govern all the areas without any form of discrimination. The challenges of the performance of such policies are either inadequate resources, especially the financial, which is key and crucial in the process of conservation.
The lack of uncertainty in the legal framework concerning carbon ownership also causes a major concern in preserving and conserving forests. Clear laws need to be put in place to ensure that the law is followed to the latter, and the individuals who are found guilty in the breaching of the law must face the full wrath of the law without fear or favor.
In a nutshell, it is our responsibility to ensure that the natural and the man made forest covers are increased at all costs by use of all means. The means of properly implementing the law, equal application of the rules and the regulations governing the law, and the financial resources need to be availed all the time for effective and successful action.
