Developed countries should build capacity of developing countries on domestic resource mobilization, like through tax reform so as to get foreign reserves.They should also help the developing countries develop goals and targets that are achievable and help them in implementation of the goals . They can help in implementation through financing projects and also helping the developing countries to keep in track with the goals. Lastly deleloped countries should build the capacity of the developing countries on economic diversification priority investments directed towards enhancing human and institutional capital.
